CM Mohan Charan Majhi Boosts Transparency with Odisha MLA-LAD Web Portal

August 14, 2025 – Odisha Chief Minister Mohan Charan Majhi has officially launched the MLA Local Area Development (LAD) Web Portal, a digital initiative to streamline constituency development projects. The portal is designed to enhance transparency, accountability, and timely execution of grassroots infrastructure and welfare programs.

Key Features of the MLA LAD Portal

The portal, accessible at mlalads.odisha.gov.in, allows MLAs to:

  • Recommend new projects based on local needs
  • Conduct detailed planning and cost estimation
  • Issue work orders and supervise execution
  • Track expenditure in real-time
  • Document project completion for public access

Citizens can also monitor the development projects in their constituencies, fostering community engagement and government accountability.

Increased MLA LAD Funding

Alongside the portal, the Chief Minister announced an increase in the annual MLA LAD fund allocation from ₹3 crore to ₹5 crore per assembly constituency for the 2025-26 fiscal year. This enhancement empowers MLAs to implement projects addressing constituency-specific priorities efficiently.

Revised CM-SA Guidelines

CM Majhi also introduced updated guidelines for the Chief Minister’s Special Assistance (CM-SA) scheme to make project approvals faster and more transparent. Key revisions include:

  • Prioritization of essential infrastructure and welfare projects
  • Streamlined approval processes to reduce bureaucratic delays
  • Transparent criteria for project acceptance and rejection
